What I do for Prism
I am a Doctoral Fellow at the Strathmore University Business School, where I lead the Regulation and Governance of Mixed Health Systems Hub. My work focuses on strengthening the regulation of health services — including e-health and e-pharmacy — and enhancing the governance of human resources for health to promote accountability, quality, and equitable access within Kenya’s evolving health system.
Advancing smarter regulation and governance for resilient, equitable global health systems
Sammy Masibo is an accomplished healthcare management professional with over a decade of experience in the public health sector. Over the course of his career, he has held a range of operational and strategic leadership roles, including Hospital Pharmacist-in-Charge, Sub-County Pharmacist, Medical Superintendent, and County Director for Health. Through these roles, he has contributed to improving pharmaceutical services, strengthening health systems and advancing public health delivery at both national and county levels.
His academic and professional training reflects a strong multidisciplinary foundation. He holds a Diploma in Information Technology, a Bachelor of Pharmacy from the University of Nairobi, an MBA in Strategic Management from Jomo Kenyatta University of Agriculture and Technology, and an MBA in Healthcare Management from Strathmore University Business School. He has also earned a Certificate in Effective Healthcare Management from the University of Toronto Mississauga.
Currently, Masibo serves as a Health Systems Researcher at Strathmore University Business School, where he is also pursuing a PhD in Healthcare Management. His research interests include health policy and systems strengthening, digital health interventions and healthcare leadership. In this capacity, he leads the Regulation and Governance of Mixed Health Systems (ReGo) Hub, which focusses on strengthening the regulation of health services and enhancing the governance of human resources for health to promote accountability, quality and equitable access within Kenya’s evolving health system.
The ReGo Hub sits at the intersection of health systems regulation, governance and policy, with particular interest in how public and private sector actors can be better aligned to deliver safe, equitable and responsive care. Through the Hub, Masibo leads concerted efforts to generate research and policy guidance aimed at strengthening the governance of mixed health systems. He provides strategic direction for research, stakeholder engagement and policy dialogue geared toward building stronger, more accountable and adaptive health systems. His work is particularly relevant in contexts where healthcare is delivered through a mix of public and private actors, and where effective governance requires balancing innovation, access, quality and public protection. The Hub convenes diverse health ecosystem actors to foster meaningful dialogue, shape regulatory conversations and advance practical governance solutions for mixed health systems, including the scaling of digital health innovations. The ReGO Hub is currently supporting the Pharmacy and Poisons Board in the ongoing revision of Kenya’s Internet Pharmacy Guidelines.
Masibo is also an active member of the Pharmaceutical Society of Kenya (PSK), where he serves as the Honorary National Treasurer and Financial Officer, as well as a member of the Infection Prevention Network of Kenya (IPNET-K).
